There are two series vs. Liberty: a 3-game series in 2016, 2020, and 2022, and a 4-game series in 2027-2030. There are a total of 5 VT home games and 2 Liberty home games.
In each series, the away game is the last in the series.
2016: home
2020: home
2022: away
2027: home
2028: home
2029: home
2030: away
That's a 5-2 setup for VT -- pretty advantageous, but it does require two VT road trips. To buy 7 home games against Liberty with no road games would have been $$$$$. That's not unique to Liberty. All buy games (with no return game) are $$$$.
As for ODU, looks like that was a 2-for-1 in 2017-2019, followed by a 10-year home-and-home (2022-2031) agreement: 5 games at home, 5 on the road. That's a total of 7 home games and 6 road games.

That's a combined 7-6 setup for VT. Not great. All I can say about 2022-2031 is that it was basically a replacement for ECU. VT used to play ECU home-and-home, and now they play ODU home-and-home, instead.
Playing ODU in this style is better than playing ECU, because ODU is in-state and closer to a big VT alumni base than ECU is.
Why didn't VT set up a series of 2-for-1 deals with ODU? I don't know the answer to this, because even if VT pays $1 million for a buy game, they come out ahead. The revenue generated by the extra home game greatly exceeds $1 million, so VT comes out ahead. All I can guess is that VT needed games, and all ODU (or anyone else) would agree to is home-and-home.
UNC is in the midst of a 2-for-1 for Appalachian State, so the Heels have to visit Boone. UVA has a 2-for-1 with Coastal Carolina, so the Hoos have to go there once.
Anyway, to directly answer the question about how VT wound up playing ODU and Liberty on the road in the same year? That's just dumb luck and the way things lined up. It doesn't happen again, even though they're playing both teams a bunch of times.
